Climate Change: Basic Issues in Considering a Credit for Early Action Program

In view of the wide range of emissions reduction claims reported by organizations211u001eto the program, you expressed interest in efforts to consider granting credit to 211u001ethese organizations for the early actions they have taken. Specificaly, you asked 211u001ethe following two questions: (1) What are some of the basic issues that will have 211u001eto be addressed by any effort to develop a credit for early action program; (2) 211u001eHow might claims for reductions of greenhouse gas emissions that are reported to 211u001ethe Voluntary Reporting Program fare under a credit for early action program that 211u001ehas less flexible reporting criteria. To select the basic issues associated with 211u001edeveloping a credit for early action program, we identified organizations that 211u001ehave been involved with the development of such a program and who have prepared 211u001einformational papers on their views. We received these documents and interviewed 211u001eavailable representatives from these groups.
