Navigation and Vessel Inspection Circular No. 4-99. Special Training Requirements211 for Merchant Mariners Serving on Passenger Ships Other Than Roll-On/Roll-Off (RO-211 RO) Passenger Ships

This Circular advises interested parties of the special training and211u001edocumentation requirements for merchant mariners serving on board passenger 211u001eships, other than Ro-Ro passenger ships, as prescribed by Regulation V/3 of the 211u001eInternational Convention for Standards of Training, Certification and 211u001eWatchkeeping 1978, as amended (STCW). These requirements were adopted by the 211u001eInternational Maritime Organization (IMO), Maritime Safety Committee (MSC) on 211u001eJune 4, 1997 as Resolution MSC.66(68). This amendment to STCW came into force on 211u001eJanuary 1, 1999. The U.S. regulations implementing this amendment had not been 211u001ecompleted as of January 1, 1999. This Circular describes the STCW requirements 211u001efor passenger ships on international voyages, other than Ro-Ro passenger ships 211u001e(which are addressed in Navigation and Vessel Inspection Circular (NVIC) 6-98), 211u001eand serves as recommmended practice for merchant mariners serving on passenger 211u001eships other than Ro-Ro passenger ships on domestic voyages. This Circular also 211u001eadvises all U.S. flag passenger vessel operators that after January 1, 1999, when 211u001etheir vessels are on international voyages, they may be subject to port State 211u001econtrol boardings to ensure compliance with STCW Regulation V/3.
