The National Assessment of Educational Progress (NAEP) is the only nationally211u001erepresentative and continuing assessment of what students in the United States 211u001eknow and can do in various academic subjects. NAEP is authorized by Congress and 211u001edirected by the National Center for Education Statistics (NCES). The National 211u001eAssessment Governing Board (NAGB), an independent, bipartisan group, provides 211u001epolicy guidance for NAEP. In 1990, assessment at the state level was instituted 211u001eon a voluntary basis. The NAEP assessments are administered to representative 211u001esamples of students at the national level as well as at the state level for those 211u001estates that choose to participate. The 1998 NAEP program included state-level 211u001eassessments in reading at grades 4 and 8 and in writing at grade 8, and national-211u001elevel assessments in civics, reading, and writing at grades 4, 8, and 12. This 211u001emarks the first time that the NAEP writing assessment has been administered at 211u001ethe state level. The assessment was administered at grade 8 in both public and 211u001enonpublic schools. However, South Carolina's nonpublic schools did not 211u001eparticipate. Public school results for South Carolina are reported here, along 211u001ewith national and regional results for comparison.
