In March 1998, the National Academy of Sciences (Academy) issued a report that211u001equestioned EPAs PM(2.5) monitoring plans, calling the agencys plans misdirected 211u001eand insufficient to address important data gaps and scientific uncertainties. 211u001eWhile EPA is currently fully funding the network, state and local agencies are 211u001eresponsible for establishing and operating the monitoring sites. In view of the 211u001eAcademys report, you asked us to describe (1) EPAs actions in response to the 211u001eAcademys concerns with the planned PM(2.5) monitoring program and (2) the 211u001echallenges that state and local agencies face in establishing and operating the 211u001ePM(2.5) monitoring program, as well as EPAs response to these challenges. In view 211u001eof the Academys report, you asked us to describe EPA has taken a number of 211u001eactions to address the concerns raised in the Academys March 1998 report, 211u001eincluding allocating 57 percent of its monitoring budget to efforts designed to 211u001ebetter understand PM(2.5) scientific uncertainties---a primary concern in the 211u001eAcademys report.
