Exemplary State Units on Aging (SUAs) Efforts in Housing for the Elderly

An important goal of the Older Americans act (OAA) is to ensure that elders have211u001eaccess to affordable and adequate housing, as an integral part of home-and 211u001ecommunity-based systems of care. State Units on Aging (SUAs) are primary agents 211u001ein this process. Analyzing the dynamics that contribute significantly to their 211u001eability to promote suitable housing for elders is important to our understanding 211u001eof how SUAs implement OAA goals, particularly in an era of greater devolution to 211u001ethe states and localities. This report focuses on a select group of SUAs that 211u001ehave effectively addressed elderly housing issues in their states, and seeks to 211u001eidentify and examine common patterns shared by these 10 exemplary SUAs in the 211u001efollowing areas: Internal factors that impact SUA effectiveness in addressing 211u001eelderly housing needs including SUA agency and director levels of interest, 211u001ecapacity and capabilities, housing policy goals, objectives and priorities, and 211u001efunding source diversity; External factor that impact SUA effectiveness in 211u001eaddressing elderly housing needs including state policy climates and SUA 211u001enetworks; SUA housing efforts and activities including levels of importance and 211u001eagency effectiveness; and Internal and External barriers that twart SUA 211u001eeffectiveness in elderly housing.
