Management programs have two phases: first, creating the management plan and second, conducting projects to implement the elements of the management plan. The Comprehensive Conservation and Management Plan for the Greater Charlotte Harbor Watershed is described in Volume 1. The plan outlines the goals and objectives for the region's natural resource management and identifies the priority actions that are needed. Volume 1 also describes the monitoring and management programs that are necessary to measure implementation progress and to exchange technical information.
