The Financial Management Service (FMS) is a bureau of the United StatesDepartment of the Treasury. FMS performs many of the fundamental cash management functions that were delegated to Treasury when the Department was created by Congress in 1789. FMS' main business lines are: payments, collections, government wide accounting, and debt collection. FMS' workforce is comprised of approximately 2,100 people in the Washington, D.C. metropolitan area and at four Regional Financial Centers located in Austin, Texas; Kansas City, Missouri; Philadelphia, Pennsylvania; and San Francisco, California and one Debt Collection Center located in Birmingham, Alabama.
