Characteristics of Drivers Stopped by Police, 1999.

The Violent Crime Control and Law Enforcement Act of 1994 mandates an annual report on the topic of police use of excessive force. In partial response to the mandate, the Bureau of Justice Statistics initiated the Survey of Police-Public Contact in 1999. In the national study U.S. residents age 16 or older were asked about any face-to-face contacts they may have had with police during 1999. The survey was carried out to document how many residents have such contacts, what the nature of these contacts was, whether police used force at any time during the contact, and (if so) whether the resident considered the force to be 'excessive.'
