National Institutes of Health Plan for Increasing Access to Scientific Publications and Digital Scientific Data from NIH Funded Scientific Research.

On February 22, 2013, the White House Office of Science and Technology Policy (OSTP) released its memorandum entitled “Increasing Access to the Results of Federally Funded Scientific Research.” The memorandum directs federal agencies and offices to develop and submit plans to OSTP that ensure peer-reviewed publications and digital scientific data resulting from federally-funded scientific research are accessible to the public, the scientific community, and industry to the extent feasible and consistent with applicable law and policy; agency mission; resource constraints; U.S. national, homeland, and economic security; and, the specific objectives of the memorandum. In response, this plan describes the steps the National Institutes of Health (NIH) will take to meet those directives for scientific publications and digital scientific data. The main elements of the NIH plan are summarized in this plan.
