摘要

Todays White House Office of Faith-Based and Community Initiatives Conference is offered as part of the continued expansion of President Bushs vision for compassion in action around the world. Its objective is to highlight, honor, and expand the work of what President Bush calls the armies of compassion the faith-based and other community groups at work in Zambia and across Africa and to expand the U.S. Governments capabilities for partnering with these vital allies to defeat HIV/AIDS, malaria, and other ills. The U.S. Government possesses great resources but by itself is unable to resolve the deepest and most stubborn challenges many people face. To renew hope, convey empathy, or inspire change for struggling individuals often requires the personal engagement of a compassionate neighbor. That is why President Bush promised, In every instance where my Administration sees a responsibility to help people, we will look first to faith-based organizations, to charities, and to community groups. This vision for empowering locally built solutions and expanding neighbor-to-neighbor service is the heart of the Presidents Faith-Based and Community Initiative (FBCI) and is now an integral part of the U.S. Governments efforts to address human need both at home and abroad.
