Annual Energy Outlook 2016 Early Release: Annotated Summary of Two Cases.

The Annual Energy Outlook 2016 (AEO2016) Early Release features two cases: the Reference case and a case excluding implementation of the Clean Power Plan (CPP) Reference case: A business-as-usual trend estimate, given known technology and technological and demographic trends. The Reference case assumes CPP compliance through mass-based standards that establish caps on CO2 emissions from fossil-fired generators covered by the CPP. The mass-based standards are modeled using allowances with cooperation across states at the regional level, with all allowance revenues rebated to ratepayers. No CPP case: A business-as-usual trend estimate, but assumes that CPP is not implemented.
