The 13th International Ionospheric Effects Symposium (IES2011) was held At the Crowne Plaza Hotel, Old Town, Alexandria, Virginia, May 17-19, 2011. There were approx. 175 papers and posters accepted, but because of certain travel restrictions, a somewhat smaller number of papers were actually presented at IES2011. Papers that were presented verbally are included in this proceedings document, either as full papers or in summary form (viz., approx. 138 oral presentations). These oral presentations are identified in the Table of Contents, after which eighteen (18) poster titles and authors are given in a specialized tabulation. Developments in space-weather effects on telecommunication systems were a major focus of the conference. Dr. Genene Fisher, Senior Advisor for Space Weather at NOAAs National Weather Service organized three interesting mini-keynote addresses given at the Opening Plenary. They included perspectives by the Navy, the Air Force, and the FAA. Specifically, Dr. Robert McCoy, Team Leader for Space at the Office of Naval Research discussed 'ONR Space Weather Initiatives'. Representing the sizable Air Force commitment to space weather, Mr. Jerry Sanders, Space Weather Requirements Manager of the Air Force Weather Agency, presented a paper entitled 'Air Force Weather Agencys Space Weather Mission'. Finally, Mr. Mitch Narins, the Chief Systems Engineer for Navigation Services at the Federal Aviation Administration, talked about FAA Activities for Space Weather and WAAS.
