The Navy Electronics Laboratory has been engaged in a series of model studies on the design of vlf transmitting antennas. For antennas of this type the ground losses are a dominant factor in determining the antenna efficiency. Accordingly, one of the studies dealt with ground system design; this study forms the subject matter of this report.
