St. Louis County Capital Improvement Program Methodology Test: Analysis and Recommendations

As a part of the East-West Gateway Coordinating Council regional planning program the Department of Planning under the direction of the County Administration has compiled information in reference to St. Louis County's first Capital Improvement Program. During this period, the Planning Department prepared two documents entitled, 'Explanation of and Procedures for a Capital Improvement Program' and 'Preliminary Analysis of Proposed 1969 Capital Budget and 1969-73 Capital Improvement Programs'. Both of these documents contain urgent recommendations for procedures which would implement and improve St. Louis County's capital improvement process. In most cases, the Administration has agreed that these recommendations are valid. The purpose of this report is to summarize major situations plus problems encountered in compiling departmental requests and to provide a critique of the two previous Capital Improvement Program documents. Furthermore, its intent is to present recommendations for the betterment of the overall capital improvement programming process. (Author)
