The report was prepared by Pullman-Standard at no cost to the Federal government as an approach to the development of a guideline specification for urban rail commuter cars. This is a pilot specification written for the purpose of outlining the contractual procedures and performance requirements necessary for the procurement,construction,and utilization of passenger-carrying railway commuter cars.
