Results of a 30-day survey of seven regional offices and 15 State agencies to evaluate the completeness and effectiveness of State reporting systems under the Hill-Burton regulations concerning free care are reported. A review of the Hill-Burton program and its objectives and requirements is provided. Seven broad areas of responsibilities are imposed on State agencies for enforcement of the Hill-Burton program: assurances of facilities, presumptive compliance certification, compliance report submission, State agency and State plan requirements, review process and procedures development, evaluation and enforcement, and reports to DHEW. It was found that all visited State agencies required two assurances from applicants: that a reasonable volume of services are available to persons unable to pay, and that community services will be provided. In addition, all visited State agencies obtained one-time facility certification upon request of DHEW.
