Air Quality Regulations and Regional Economic Development.

摘要

Two parallel political concerns of the past decade have been the attainment and maintenance of a healthy physical environment and increased employment and income in economically underdeveloped areas of the United States. While these concerns have been treated separately in both the relevant legislation and the public agencies set up to monitor them, they intersect at the questions of industrial location. Recent court decisions, interpretive rulings of the Environmental Protection Agency (EPA), and legislation have created a set of policies relating to the attainment and maintenance of air quality. These policies have profound implications for the future location of industrial development. This paper will explore the possible regional shifts in industrial location that may be induced by air quality regulations.
