The Washington State Hospital Commission (WSHC) was created as an independent commission by legislation passed in 1973. Prospective reimbursement was not actually implemented until 1975. The Commission is composed of five members and is supported by a full-time staff, with responsibility for budget analysis and preparation of recommendations to Commission members. Hospitals that are dissatisfied with their approved budgets may request an informal hearing with the Commission, request a mid-year amendment or petition for a formal hearing before a state hearing officer.
