Annotated Bibliography, Selected Readings. Financial Management Capacity Sharing Program

This annotated bibliography lists 86 selected readings on financial management policies, concepts, and practices which can be used to initiate improvements in the financial management of local and State governments. The readings are intended for elected and appointed chief executives, legislators, finance and budget officials, department managers and staff, educators, and persons who provide assistance to local and State governments. The reports include executive overviews, resource packages, case studies, workshop materials, training guides, training and technical assistance catalogs, and reference handbooks. The publications are grouped into the following categories: evaluating local government financial condition, forecasting revenues and expenditures, closing the budget gap, tying together financial functions and performance measurement, performance measurement and productivity improvement, auditing, financial accounting and reporting, the State role in local financial management, and technical assistance. Additional publications cover such topics as budgeting, cash and debt management, risk management, and community and economic development. Prices and sources of each publication are listed.
