Capacity Building Programs for Women in Government

This is the final report of a two - pronged capacity - building program for women in government that consisted of a conference for leaders of organizations of women public officials and of a series of workshops for women in government and politics. The report delineates conference goals, participants, program, materials, and evaluation, and comments on staff and the conference's followup. The conference sought to bring together leaders of all organizations which represent women in elective and appointive governmental offices and the governmental professions, to familiarize the organizations with each other's existence, and to provide a forum for discussion and cooperation. Conference participants numbered 75 leaders and staff from over 40 organizations, most of whom rated the conference positively. Objectives of the workshop series were to develop techniques to assist women in the public sector in handling troublesome situations stemming from their presence in the public managerial and electoral work world. The workshops were also intended to provide technical assistance for women in public service to encourage the type of career planning that will facilitate upward mobility within public sector management. Workshop preparation and development of training manuals and curricula guides are described. A total of eight workshops were conducted in 1980 at six State or national meetings, reaching an audience of 487 elective and managerial women. It is concluded that the conference served to strengthen organizations of women public officials while the workshops assisted individual women in the public sector.
