The entitlement formula used for allocations of community development block grants continues to be very responsive to community development need even when the 1980 census data are used in place of a 1970 data for poverty, overcrowding, and age of housing. However, the degree of responsiveness to need declines somewhat. The dual formula used continues to target funds successfully to jurisdictions with higher needs. In fiscal year 1984, the most needy 10 percent of the cities are projected to receive 3.7 times more in per capita funding than the least needy 10 percent. However, the extent of targeting has decreased slightly relative to fiscal year 1982, when 1970 census data were used to distribute the block grant funds. The 1980 data also result in less responsiveness of funding to problems associated with poverty or city age and population or employment loss. However, responsiveness to problems related to density increases. Analyses of population and other demographic shifts, the characteristics of individual formula variables, and nonentitlement grants are included, along with figures, data tables, 69 references, and 13 appendices presenting background information and additional results are provided.
