The study was commissioned to identify a reasonable, equitable method for comparing the costs of roadway construction and maintenance projects. Agencies could thereby make better decisions on whether to contract out construction and maintenance functions, or to perform the activities with their own labor forces. The Project Cost Evaluation Methodology (PCEM) which evolved provides full cost allocation of overhead to projects so that bid limits, day labor, and agency/contractor cost comparisons can be analyzed on a full cost basis. It provides marginal cost decision procedures to compare direct agency costs to contractor price estimates for those occasions when decisions based on a full costing would have agency forces under-utilized. It also enables the agency to better document its decision trees and reporting formats necessary to implement PCEM. Those involved in decision-making on highway or major capital projects should find the document especially interesting.
