Post-DOD (Department of Defense) Employment: Evaluation of the Draft Regulation Implementing 10 USC 2397b

On October 27, 1986, it was requested the the Government Accounting Office evaluate the conflict-of-interest provisions of section 931 of the National Defense Authorization Act for Fiscal Year 1987. Section 931 amends Title 10 of the United States Code by adding section 239b, which prohibits certain former Department of Defense (DOD) procurement personnel from accepting compensation from certain defense contractors. This legislation attempts to regulate the 'revolving door,' where DOD personnel leave DOD to work for defense contractors, thus creating at least the appearace that federal employment has been used to further private interests. The report presents this evalution.
