Community Participation in Development Projects: The World Bank Experience.

摘要

The paper reviews the experience of World Bank Projects with community participation (CP) in the urban housing, health and irrigation sectors. A sample of forty projects with potential for CP and ten successful projects without CP were selected from these sectors for detailed study. The study, based on project documents and interviews, addressed the following questions: What were the objectives, approaches, and outcomes of CP in Bank projects; What lessons do they offer; What are their implications for Bank policies.
