It is proposed to determine the structure of United Kingdom airlines costs, usingappropriate models, in order to readdress the arguments for and against fragmentation of air transport services, in particular within a metropolitan hub system of airports. The emphasis is on the supply of services rather than the demand for services. The full cost models estimated for United Kingdom scheduled airlines are attached in an appendix.
