The basic objective of the nation’s air transportation system is to assure the availability of safe, economical, and fast air transportation services in a growing and changing economy. To accomplish this the system itself must be adaptable to changing requirements in vehicles, facilities and procedures. The safety and economy of the present day air transportation system is not in dispute but the speed factor is of vital concern. In today’s modern jet aircraft, flight times in short-haul operations between metropolitan areas often exceed those of the DC-3’s in use two decades ago. The increases in elapsed time from departure to arrival at destination are generally caused by delays in takeoffs and landings which have created or are the product of critical congestion problem at airports in these areas.
