As part of an investigation of the effects of federal laws, policies, and practices on access to minerals on onshore, non-federal lands. The investigation seeks to determine the need for and the potential effects of continuing, modifying and/or restructuring these federal laws, policies and practices. Because it has a variety of types of mineral resources and contains a variety of cultural and geographic areas typical of most of the eastern United States, North Carolina was selected as a representative study area. This paper summarizes results of that study. (ERA citation 08:055827)
