In the area of energy decision-making centered on its largest single energy expenditure of street lighting, the City of Rochester is both typical and unique among municipalities.n1.tFor decades, Rochester was unique, at least in the opinion of both city officials and RG&E employees, in its degree of mutual cooperation between the city and the utility company.n2. Typical for many older, more established municipalities, Rochester has a municipal street lighting system that is now antiquated in many respects, thus stymieing the incentives to move toward energy saving technology, given high conversion costs.n3. Nevertheless, Rochester has been an early adopter of new lighting technologies. High-pressure sodium fixtures have been installed since the late 1960's, even though this technology only became commercially available in 1966.
