This report presents the results of a cost/benefit analysis for the addition of a feed and bleed capability to the San Onofre Nuclear Generating Station, Unit 2. Two cases of feed and bleed capability were investigated: (1) adding power operated relief valves (PORVs) to the pressurizer for depressurization and using the present high pressure safety injection (HPSI) system for reactor coolant system (RCS) inventory make-up and (20 adding an independent single train feed and bleed system. For the first case, it is estimated that the core melt frequency would be incrementally reduced by 4.0E-6 per year, a factor of 1.3, at a cost of $2.5 M to $4.3 M depending on when the equipment is installed. For the second case, it is estimated that the core melt frequency would be incrementally reduced by 1.2E-5 per year, a factor of 3, at a cost of $7.0 M to $10.3 M.
