Analysis of Options for Structural Reform in Electric-Utility Regulation. Report of the NGA Task Force on Electric Utility Regulation

In June of 1982, an Electric Utility Task Force was formed under the auspices of the National Governors' Association. The Task Force members were charged with developing recommendations for any needed changes in the regulation of electric utilities and with identifying consensus solutions to the myriad of associated regulatory problems. This report represents the consensus view of the Task Force on the problems and potential options for addressing these problems. The Task Force members agree that the primacy of state regulation has been a desirable aspect of our traditional electric utility regulatory system and that any preemption of state authority in this field should be vigorously opposed. They also concluded that changes in three areas - regional power planning and regulation, sorting out of federal and state responsibilities, and benefit-sharing approaches - would be desirable in order to reduce multi-state conflicts and increase the opportunity for regulation which insures system reliability at the lowest possible long term cost.
