Assisting States to Develop and Apply a Management Indicators System

The document chronicles the development of the Executive Information System for Programs on Aging, which was designed to combat the numerous barriers to automation and computerization that were identified in State Units and Area Agencies on Aging. The system consists of a computer applications software package which prompts the user for requisite information and automatically generates an array of performance indicators. Using computer graphics, the system shows how well the state service delivery program is operating over time and in comparison to peer agencies. Efforts to assist States in developing and applying a management indicators system are discussed, and attention is focused on software selection, programming, installation, and utilization. Other products resulting from the development of the system, including a users manual, are described.
