The report describes the results of quality assurance reviews of payments made to a random sample of Aid to Families with Dependent Children (AFDC) and food stamp program recipients in Washington State. The nature of payment errors is described, error-free profiles are constructed to identify specific types of cases most likely to have overpayment errors, and new uses for quality control data sets as a management tool are demonstrated. Among the major findings of the study are that: AFDC and food stamp error rates will be hard to reduce below sanctionable levels; mandatory monthly reporting and work/win registration errors present the greatest opportunities for AFDC error reduction; and, while error-prone profiles may be helpful in reducing food stamp payment error rates, such profiles could not be developed for the AFDC program.
