The manual describes the implementation of the New Careers in Housing Management Services for Older Workers model, developed to prepare 200 low-income senior citizens for jobs as housing management professionals in six locations nationwide and to place them in permanent positions in the public and private sectors with competitive salaries and benefits. The 16-step management plan which was followed in setting up each actual replication is addressed, including: announcement and description of the program; selection of the replication site; establishment of local office and hiring staff; trainee recruitment and selection; job development and placement component initiation; on-going counseling approach; on-going program evaluation; close-out activities including final job placements, program evaluations, graduation ceremony, and office shutdown; post-program monitoring and on-the-job technical assistance. It is emphasized that three vital elements are necessary for the successful replication of the project: (1) cooperation of a dollar exchange from the appropriate local Department of Labor Title V Senior Employment Program agency for participant wages; (2) local training dollars received in the minimum amount of $160,000 per 50-student replication; (3) cooperation of local public, non-profit, and for-profit housing sectors in terms of concrete commitment to hire graduates in permanent jobs.
