Unscrambling Federal Merit Protection.

摘要

President Carter and the 95th Congress crafted the Civil Service Reform Act of 1978 to overcome the flaws of the Civil Service Commission by injecting fairness, impartiality, and simplicity into Federal-sector employment litigation. Eighteen years later the system suffers from many of the same maladies that inspired the 1978 reforms. This thesis proposes a litigation system that will achieve the reform goals that so far have eluded the current process.
