Force XXI is the Army's comprehensive process for modernizing and preparing for the challenges of the 21st century. Force XXI projects our soldiers into the 21st century and provides them the necessary doctrine and organizations, the most realistic training, and the best equipment and weapons systems that our nation can provide. The Force XXI process uses rigorous evaluations and advanced warfighting experiments to evaluate information age technology. The process combines the six patterns of operation that must be performed in war and other military operations -- project the force, protect the force, shape the battlespace, decisive operations, sustain the force, and gain information dominance -- with the power of information technology to improve capabilities. The incorporation of digital technology will provide unprecedented abilities to gather and share information. These abilities combined with organizational versatility will allow the Army to generate greater combat power more rapidly when responding to the increasingly broad range of missions assigned. The Army is using this process to redefine how it fights, organizes, trains, and commands. The document provides an emerging success story. It describes the need to transform our Army for the future. The document presents the Force XXI objectives of dominant maneuver, project & sustain, conduct precision strikes, win the information war, and protect the force. It discusses the critical challenge to have an Army that remains trained and ready, while growing more capable. The discussion of the Force XXI campaign plan focuses on three separate but complementary efforts: the redesign of the Army operational forces, the reinvention of the institutional Army, and the development and acquisition of information-age technologies for battle command.
