Globalization of the US Defense Industrial Base: Developing Procurement Sources Abroad Through Exporting Advanced Military Technology

The Department of Defense (DoD) is currently seeking closer procurement relationships with U.S. allies. DoD has argued that future U.S. national security depends on the U.S. globalizing its defense procurement practices. In particular, DoD feels that greater transfers of advanced U.S. military technology to U.S. allies will result in developing procurement sources critical to continued U.S. military dominance. DoD partly bases its position on the idea that future military actions likely will take place in a multinational coalition environment. In the coalition environment, DoD argues that the U.S. will suffer from the vulnerabilities of its weaker partners. Greater exports of military technology can lead to cooperative procurements that create an 'interoperability' of systems among coalition partners and alleviate vulnerabilities.
