Stabilization and Reconstruction Operations. A Bridge Between Conflict Termination and Nation Building. Roles, Tasks and Capabilities of the Italian Army

The aim of this SRP is to analyze the process that after the immediate end of a conflict enables the reconstruction of a country and enhances stability in crisis regions. Current Italian doctrine addresses this process from a systemic standpoint. The main assumption in this case is that military intervention is only a part of the picture. The success of a post- conflict operation does not rely on military capabilities only but requires integrated multinational and multi-agency efforts to achieve the overall strategic goal. The duration of the transition from the conflict to the stabilization phase may vary. In this timeframe complex situations such as humanitarian disasters guerilla and/or terrorist attacks will have to be addressed. In a so complex scenario combat forces in addition to the standard military tasks should be able to undertake a wide range of activities related to the economy living conditions and the democratic institutions of the State where operations are conducted. Eventually the paper will also address the state of the art of the Italian Army organization in such complex issue focusing the attention on the lesson learned after a decade of post- conflict operations and the related organizational and cultural changes within the Italian Army.
