Stability operations have become a third principal mission of the United States Army. Variously known as "military operations in low intensity warfare," or "show of force," or "counterinsurgency," or "civic action and nation-building," these activities now command an equal priority with readiness for limited and general war missions.The prevention of insurgency by assailing latent or incipient turbulence in emerging nations at the earliest possible stage is a fundamental tenet. The economic and human costs of preventive measures are small when compared to the costs of winning an escalated insurgent war. The U. S. Army is uniquely suited to sponsor and conduct stability operations, although the prevention of insurgency is no longer viewed as primarily a military or police problem. Implicit in its more extensive scope are measures for political, economic, social, psychological, as well as military development.
