摘要

The purpose of this appendix is to appraise the existing level of water quality and to present recommendations for restoring and maintaining water quality at a level which will permit beneficial use of the water resource of the Willamette Basin. This study includes: (a) identification of those land-use and water-management practices which adversely affect water quality, and remedial measures to reduce or control such effects; (b) determination of requirements for treatment or control of pollutant emanating from the diverse sources; and (c) determination of needs for regulating streamflow, particularly for augmenting low flows to safeguard and enhance water quality. Factors considered in these determinations include organic waste, heat, bacteria, toxic materials, sediment, or dissolved solids carried to the rivers by storm drains, sanitary sewers, and surface runoff. Both direct and secondary effects of pollution are noted. An example of a secondary effect is dissolved solids or minerals leached from the soil and carried to a watercourse where they may act as nutrients for profuse biological growths in the stream. This appendix presents alternative solutions which would provide water quality suitable for specific uses. The combinations presented to meet a given quality goal for the year 1980 are relatively specific and require immediate implementation if this goal is to be achieved. The combinations of flow and waste loads presented for the years 2000 and 2020 are progressively less specific but are adequate for long-range planning. (Author)
