This conference was convened to review the Navy Plaque Control Program; evaluate its effectiveness in reducing disease in the Navy and Marine Corps populations; determine if a cost-benefit ratio can be derived; and propose measures, if necessary, for achieving a more cost-effective program. The current program was reviewed in different settings, and the scientific basis of the program was evaluated. It was generally agreed that physical removal of dental plaque by individuals may control gingivitis, but there was no long-term evidence in a naval population. Physical control of dental plaque to prevent dental caries had no clear-cut evidence in the scientific literature. Research can help evaluate the existing program and new concepts of prevention, and determine cost-effectiveness of proposals before being implemented by management.
