摘要

This is one of a series of Technical Reports dealing with the authoring process and Computer-Based Instruction (CBI) and Artificial Intelligence. The distinction between authoring systems and authoring languages are noted, and the major goals for effective authoring are set forth. Critical goals include the need to (1) reduce the costs for authoring and production of computer-based instruction materials and (2) maintain or increase the quality of these materials. Primary constraints are the high turnover of authoring personnel and the need for authoring systems (for military purposes) to fit within the framework of the current Instructional System Development (ISD) model.
