This report is a review of a wide range of issues bearing on the ability of the nation to sustain the planned active and reserve forces in a cost-effective manner and to mobilize these forces in an emergency. Baseline of deliberations was the present quality of the all-volunteer force. Conclusions reached provide a firm basis for analysis of the nation's ability to sustain the AVF over the next several years. The analysis involved consideration of manpower requirements and supply, the probable influence of pay and benefits on enlistment and retention behavior, and adjustments in incentives that have potential for preventing or recovering from manpower deficiencies. The task force concluded that voluntary recruitment was preferable to the draft in peacetime. As long as it could provide the required support to national security. Analysis showed that voluntary recruitment, properly supported, could be successful over the next several years.
