There is continuing need for information about the earth background clutter at ultraviolet wavelengths. This paper describes the methodology and the results obtained at 1304 A wavelength from an analysis of the AFGL Polar Bear experiment. The basic measurement equipment provided data of a spatial resolution of 20 km over a large portion of th earth. The instrumentation also provided sampled outputs as the footprint scanned along the measurement track. The combination of the fine scanning and large area coverage provided opportunity for a spatial power spectral analysis that in turn provided a means for extrapolation to finer-spatial scale; a companion paper discusses the physical basis for this extrapolation.
