Role of Joint and Combined Exercises in Commander-In-Chief, United States CentralCommand's (USCINCCENT's) Peacetime Strategy and Preparation for War

Joint and Combined military exercises played a pivotal but little understood rolein USCINCCENT'S peacetime strategy. They also contributed, both directly and indirectly, to USCINCOM'S impressive successes in Desert Shield and Desert Storm. The experiences and lessons learned by the USCENTCOM staff pertaining to the value of these exercises are applicable to all unified commands. However, with the end of the war and a perceived drastic reduction in the threat to the security of the United States future exercise programs are at risk. The conclusion is made that joint and combined exercises are critical to the successful execution of U.S. military strategy and thus must be retained, resourced by the various armed services and funded by OSD.
