Business Re-Engineering: Lessons Learned from the U.S. Army Corps of Engineers Modernization Program.

This thesis uses the case study approach to discuss the concepts and issues related to business re-engineering and its applicability to DoD. It discusses recent developments in Total Quality Management (TQM), and the Corporate Information Management (CIM) Initiative that have lead to a number of tools such as Activity Bawd Costing (ABC) and IDEF that may be used as building blocks for a re-engineering framework. Examined in detail is the U.S. Army Corps of Engineers (USACE) information systems p modernization program and the factors required to successfully implement business re-engineering.
