United Nations Peace Force Operations: Collective Engagement and Reforming The UNMilitary Staff

The United States evolving concept of collective engagement relies heavily on thecontinued viability of the United Nations in the international security environment. This study project takes a comprehensive approach to strengthen the UN headquarters military staff in order to improve its capability to plan, and command and control peace operations into the 21st century. It begins with an examination of the strategic concept of collective engagement that underlies the multilateral approach to achieving international security. The means taken will be the UN's security arm of peace forces deployed under the authority of the Security Council and the strategic direction of the Secretary General. It continues with an historical assessment of how the UN developed its conflict management machinery since 1945 in order to develop a framework for analysis that will assure an accurate evaluation of the current Secretariat's security structure. The study concludes with specific recommendations on ways the United States Armed Forces can assist the empowerment of the UN in its quest to manage conflict and promote international peace and security.
