This thesis is a part of an overall study sponsored by the Construction IndustryInstitute to assess the best practices for pre-project planning of industrial construction projects. Pre-project planning for a capital project can be defined as the process of developing sufficient strategic information for owners to address risk and decide to commit resources to maximize the chance for a successful project and develop a comprehensive framework for executing the project. Pre-project planning begins when a project concept has been identified during the business planning process and ends when a decision has been made whether or not to authorize funding for the execution of the project. This thesis contributes to the overall pre-project planning study by presenting an analysis of the perceptions of three key types of project participants in the owner's organization concerning project success and pre-project planning effort. These perceptions were collected from over 90 project, business, and operations managers during telephone interviews concerning specific industrial construction projects. The critical factors concerning project success and pre-project planning effort and the patterns and relationships that exist are identified using qualitative analysis methods. Conclusions and recommendations are presented based on the results of the analysis.
