During the past two years, The Keystone Center has continued to convene theparticipants in the Keystone Dialogue on Navy Plastics Pollution Control on an as needed basis to implement the International Convention for the Prevention of Pollution from Ships, known as MARPOL, specifically Annex V which bans the discharge of plastic. The Navy Plastics Dialogue Group is composed of congressional staff, environmental community representatives, and the Navy. Participants have been working with Navy personnel during this time period to implement the recommendations from the report, Reducing Navy Plastic Pollution (1988), produced by the Dialogue Group, which outlined means to comply with the MARPOL Treaty. The discussions at the meetings in the past two years have focused on: the development of new machines which will compact and process plastic and eliminate the need for storage of food waste; substitutions and reduction efforts in the supply centers and on-board ships; and the Report to Congress on U.S. Navy Compliance with the Marine Plastic Pollution Research and Control Act of 1987 (MPPRCA).
