EPA Unveils Voluntary Audit Program To Help Texas Meet U.S. Air Standards

Dallas-The U.S. Environmental Protection Agency (EPA) on 20 Sept. announced a voluntary audit program that will allow Texas refiners and petrochemical producers meet federal air quality standards under the Clean Air Act (PCN, 5 July 2010, p 3). In June, the EPA issued its "final disapproval" of the flexible permit program used by the Texas Commission on Environmental Quality (TCEQ) since 1994. Those permits place an emission limit on an entire facility rather than on each production unit, and do not comply with several federal Clean Air Act requirements.
