The UK government has accepted that the existing measures to decarbonise the UK power sector -the European Union's Emissions Trading Scheme (EU ETS) and the Renewables Obligation programme - are insufficient to achieve government targets. Accordingly, the Department of Energy and Climate Change (DECC) has initiated a period of statutory consultation on the government's preferred electricity market framework. The consultation period closed on 10 March 2011 and is to be followed swiftly by a While Paper, with legislation to implement the proposed new market arrangements expected soon after.
